Synopsis   
Many cities around the world have an architecturally splendid town hall and are justifiably proud of the structure. This writer has had a long interest in town halls, mainly from an appearance aspect, and had immediate admiration for Philadelphia’s City Hall on first seeing it in 1970. It was not so much the building but the 37 feet (11.2 metres) high statue of William Penn atop the structure, replete with his Quaker hat. A day after arriving in the City of Brotherly Love, I had learned that you could ride a lift to an observation area in the building’s tower to gain a fine view of the city. At the time the 548 feet (167 metres) building was Philadelphia’s tallest structure. On Monday, November 9, 1970 I visited City Hall and it was a couple of minutes before 11am when I entered the lift with a couple of other people. In other words it was two minutes and two days before the 11th hour of the 11th day of the 11th month. The lift operator kindly advised us to be aware that the clock would strike 11 while we were ascending and not to be disturbed by the loud noise. It certainly was a racket and the timely warning was appreciated.
    City Hall has since been surpassed as Philadelphia’s highest building by 1 Liberty Place, which is 945 feet (288 metres) in height and was completed in 1987. The observation area at City Hall, formerly enclosed by chain-link fencing, is now enclosed by glass.
