Synopsis   
Ever since the Victorian Football League recruited Footscray, Hawthorn and North Melbourne in January 1925 the rival Association had made rebuilding a priority. Loss of three clubs meant the VFA had only seven left and the need for fresh members was rather urgent. Coburg was included in time for season 1925 and Camberwell and Preston joined the next year. Preston had played from 1903-11 without a hint of progress, but by now its district had developed and its choice seemed a wise one. Association officials were not content to rest with 10 clubs. After all, the League now had 12 clubs and this number was later adopted by the VFA.
     Meanwhile, the Sandringham municipality had shown interest in 1927 in fielding a team and other areas, such as Yarraville, Oakleigh, Kew, Carnegie, Kingsville and Werribee also were keen on the idea. This wave of enthusiasm led to the VFA chieftains looking at forming two divisions of 10 clubs. The current 10 teams would form First Division and the newcomers would go into Second Division with the season’s premier winning promotion to the major section. It was an interesting idea but lapsed until adopted 33 years later.
